"Canada is heading for a long period when governments will be without effective military resources, even for domestic defence and territorial surveillance. Even if the next government were to provide nearly unlimitied funds in an attempt to overcome this deficit, little can be done before the apprehended crises becomes fact...Canada in a few years will become effectively disarmed."

Dr Douglas Bland (editor), "Canada without Armed Forces?"

Breakout Educational Network has established a partnership with the Defence Management Studies Program at Queens. This collaboration will result in research projects, conferences, publications and documentary productions that will ensure the work of the team at Queen's reaches a broad audience. Under the leadership of Dr. Douglas Bland the partnership will continue to research Canada's strategic culture and government decision-making with respect to the military.
